Training: State JPBD get trained in QGIS, 29-30.1.2013

The first batch of participants from every state town planning department came to be trained in QGIS following the JPP decision's last year to get them trained in QGIS base on a train-the-trainer approach. Hopefully now, the use of QGIS with the help from our state plg depts, will seriously extend throughout other state technical agencies as well as to local government agencies especially the poorer ones.

Last weekend, I got myself an i5 64 bit desktop computer. This Brand-X unit (just the computer and in case you are wondering, the rest of my hardware are my current cheapest Logitech keyboard, Logitech mouse and Logitech webcam but I use a 19" Samsung LCD monitor) was assembled by the IT vendor based on parts of my choice. Even grown-ups need a toy and this is the version of my adult toy :-D. I dual-booted it to run on Windows 8-Ubuntu 12.10 because some family members (what-to-do?) depend on certain Windows application. At first, there was this issue where unlike previous Windows-Ubuntu setup I've done, the GRUB loader did not activate. Rats! Windows 8 over-rides and activates instead. Thankfully, my 1st year IT diploma son helped resolved the problem and I've kept his step-by-step methodology here for my personal reference and to whom it may concern. In Ubuntu-land, QGIS 1.7.5 was downloaded from the Ubuntu Software Centre, installed and works perfectly. I suspect a 64-bit version must have been downloaded compatible to my computer. There were questions on the Internet whether Windows QGIS can be installed on a computer such as mine. The answer is YES based on the QGIS-OSGEO4W 1.8.0-2-setup.exe file I downloaded today and output shown as above.

Bertuah kalau kita tak duduk diam. Hari ini, saya ke Linfiniti  dan lihat apa yang dijumpa. Hebat. QGIS dan Blender merupakan perisian Sumber Terbuka maka siaipa yang menggunakan Ubuntu pasti gembira. Banyak terima kasih kepada Anton Westholm kerana telah menyediakan artikel tersebut dan terdapat juga langkah-langkah berkenaan. Cool!

It pays to be a busybody. Today, I had a peep at Linfiniti  at look what I found. This is wow. QGIS dan Blender are both Open Source Software so those using Ubuntu are going to be happy. Many thanks to Anton Westholm for this very interesting article. He even went to show the steps. Cool!

The making of iPLAN

Tahun ni, Jabatan akan menyediakan pelan integrasi gunatanah secara nasional yang juga melibatkan pelbagai peringkat pentadbiran. (Buat masakini, "integrasi" bermakna hingga ke peringkat negeri kerana pelan kadaster negeri masih belum dapat di ingrasikan lagi). Pihak atasan telah menyokong projek dijalankan menggunapakai Open Source Software (OSS) dan saya percaya ini adalah era baru bagi pembangunan pangkalan data geospatial bagi agensi kerajaan menggunakan OSS. Saya percaya ianya boleh berjaya dan akan berusaha untuk merealisasikannya agar membuktikan OSS juga adalah hebat. Ini pasti akan mengubah persepsi tradsional dan jika berjaya, akan merupakan satu kecemerlangan bukan hanya untuk kami tapi juga bagi satu agensi tak kira awam ke tidak, tempatan mau pun antarabangsa. Satu objektif projek ini adalah untuk menyediakan maklumat gunatanah terkini, memantau dan memaklumkan kepada Pihak Berkuasa Negeri sama ada Pihak Berkuasa Tempatan mematuhi Pelan Zon Gunatanah yang telah diluluskan terlebih dahulu oleh mereka. Perisian utama adalah sistem operasi Ubuntu Server terkini, PostgreSQL dan OpenGeo Suite manakala  setup hardware melibatkan 2 server yang akan dikonfigur menjadi beberapa server virtual dan ditempatkan di Ibu Pejabat. Jabatan Perancang Negeri (Round 1) dan Pihak Berkuasa Tempatan (Round 2) boleh paut dengan server iPLAN melalui internet browser untuk paparan atau dengan QGIS workstation untuk kerja-kerja GIS maka inilah dimana QGIS akan terlibat. Andainya semua ni berjaya, saya akan cuba mengujikannya bersama tablet Android (masih tiada wang) untuk membuktikan QGIS Mobile juga boleh diguna bersama iPLAN, jika perlu. Realitinya ini semua angan-angan tapi semua ini mesti ada titik permulaannya, ya?

This year, the department will embark on a nationwide integrated landuse plan that is also planned to operate at different administrative tiers. (For the time being, "integrated" at most means up to the state level because state cadaster plans still cannot merge seamlessly). The top management has been given the go-ahead for it to be developed solely on Open Source Software (OSS) so I believe this will be the start of a new beginning for the development of a government agency's geospatial database using OSS. I believe it can be done and will strive my best to see it realize and prove the point that OSS is something to be reckon with. This will surely change traditional mindsets (Oh, how lovely) and if we succeed will be a major milestone not for us alone but for any agency let alone public or private, nationally or even internationally. One of the key objective of this project is to be able to provide up-to-date landuse information (maybe at least up-to-date by month) monitor and inform the State Authority whether the local authority are implementing land development in accordance to the Landuse Zoning plan they earlier approved. The key software will be the latest Ubuntu Server operating system, PostgreSQL and the OpenGeo Suite while the hardware setup will consist of 2 physical servers set to be configured into several virtual servers and placed at Headquarters. State planning departments (Round 1) and local authorities (Round 2) can link to the iPLAN servers by way of an internet browser for viewing or a QGIS workstation for GIS related task so this is where QGIS comes in, in case you are wondering. If all this works, I want to throw in the exercise of exploiting the resources of an Android tablet (no money yet for this) to prove that QGIS Mobile can also be employed with iPLAN, if needed. The reality is that all this is still in Dreamland but we have to start somewhere don't we?
