When GIS cannot solve everything


Apabila GIS tidak dapat mengatasi semua

Pada kursus QGIS lalu, saya perhatikan minat dalam analisis kecerunan lalu perserta bertanya   bagaimana ianya dibuat. Setelah membentang teorinya dengan beberapa slide, saya nampak macam mereka menganggap QGIS bersama output analisis kecerunan pasti dapat membantu mereka memproses permohonan perancangn dikawasan berbukit. Saya tahu mereka yang biasanya menggunakan GIS khusus untuk pemetaan tetapi yang masih belum melangkah untuk menggunakannya bagi tujuan analisis melihatnya juga seperti begitu. Orang yang masih belum menggunapakai GIS juga melihatnya seperti begitu. Oleh itu, terpaksa saya terangkan realiti bahawa GIS bukan boleh mengatasi segala-segalanya berkaitan spatial. Sebagai contoh, saya bertanya:

  1. Apabila lapisan output kecerunan bertindih dengan sesuatu lot yang diproses untuk kebenaran merancang dikawasan berbukit mendapati hanya sebahagian kecil terletak dalam kawasan "dangerous and not-suitable for development", adakah mereka akan melulus atau menolak permohonan tersebut? Maklumbalas adalah 'YA' kerana tidak rasionale menolak permohonan cuma kerana sebahagian kecil terletak dalam kawasan tersebut. I menjawab itu adalah penilaian manusia tetapi komputer tidak berfikir begitu. Apabila menjalankan modul analisi kecerunan, komputer akan memilih 'TIDAK SOKONG' kerana telah diprogram oleh parameter yang ditentukan oleh pengguna. Ia tak kira sama ada kawasan terbabit adalah besar atau kecil, faktanya, apabila lot tersebut bertindih dengan kawasan "dangerous and not-suitable for development" maka ini memberi implikasi permohonan perlu 'TIDAK DISOKONG'.
  2. Apakah peratusan lot yang diliputi oleh kawasan "dangerous and not-suitable for development" yang perlu ditolak permohonan perancang? Adakah nisbahnya 51:49, 60:40, 66: 33, 75:25, 80:20 or 90:10? Saya jelaskan bahawa ini tiada berkaitan dengan GIS tetapi merupakan isu dasar. 
  3. Walaupun keputusan dibuat untuk memilih salah daripada satu nisbah, apakah kriteria untuk menjustifikasi tidak harus ianya dipilih nisbah lain? Saya menerangkan bahawa semua ni tiada berkaitan dengan QGIS, mana-mana perisian open source atau juga close source tetapi isu polisi dan bukan teknikal. Terus di ikuti dengan air muka terkejut. 
  4. Andainya satu nisabah telah dipilih contohnya 80:20, adalah ini bermakna permohonan boleh terus dilulus? Apa terjadi kalau kelulusan diberi dan pada satu hari kelak terdapatnya satu perisitiwa tanah runtuh pada lot tersebut. Adalah ini bermakna pihak berkuasa tempatan sudi membiayai ganti rugi kerana telah meyokong permohonan tersebut? 
  5. Saya menasihatkan supaya mereka mejelaskan perkara ini terlebih dahulu sebelum melangkah ke penggunaan modul analisis kecerunan, kalau tidak mereka akan memenui jalan buntu dan sukar menasihat pihak atasan.

At the last QGIS training course, I noted much interest among participants to know more how to create a slope analysis so they asked how it is done. After I explained the theory with a cople of slides, I knew they got the impression QGIS with a slope analysis output can help them solve the processing of planning application in hilly areas. I knew most people who have mainly used GIS for mapping purpose yet have not ventured into GIS analysis tend to think this way. Even those who have not even used a GIS before tend think this way so I had to burst their bubbles/balloons and show them the reality that GIS cannot solve everything spatially related. To exemplify I asked:

  1. If a slope analysis output map overlaid a particular lot being processed for planning approval showed that merely a small portion of it covered the "dangerous and not-suitable for development" slope classification, would they approved or reject the application? The general comment was 'YES' because it did not seem rationale to reject merely because the "dangerous and not-suitable for development" zone only covered a small area. I said that was human judgement but the computer does not think that way. It makes no distinction and will recommend 'NO' so long as the parameters have been fulfilled because it was programmed to do so.
  2. What percentage of that coverage would deem the application rejected? Would that ratio be 51:49, 60:40, 66: 33, 75:25, 80:20 or 90:10? No answer.
  3. If a decision was made to select one option, what are the criteria to justify that it should not be other ratio? I explained that this has nothing to do with QGIS  nor any open source or even close source GIS software but was more a policy and less a technical issue. This was followed by many flabbergasted expression. 
  4. Assuming an option was chosen say 80:20, does that mean planning permission can straight away be given? What happens if it was given then one day later, a landslide occurred at that lot. Will the local planning authority be willing to pay compensation for approving that application? 
  5. I told them until they come up with that answer only then proceed with the slope analysis module or else they will come up to a dead end which they cannot advise properly to their top management.
